Empire Biscuits

This is a shortbread type of cookie.

2 cups butter, softened
1 cup granulated sugar
4 cups sifted all-purpose flour
1 cup raspberry preserves
8 cups powdered sugar 
1/2 cup milk 
24 maraschino cherries, halved

Preheat oven to 350F.
Cream butter and sugar together until smooth and fluffy.
Gradually stir in the flour until well blended.
On a lightly floured surface, roll the dough out to 1/4 inch in thickness.
Cut out using a round cookie cutter and place on a cookie sheet.
Bake for 8 to 10 minutes.
Allow cookies to cool 5 minutes then remove to wire rack to cool completely.
Spread a bout a teaspoon of jam on one cookie and top with another (like a sandwich).
Repeat with remaining cookies.
Make the icing, gradually stir milk into the powdered sugar until it is a spreadable consistency.
Spread on top of the sandwiched cookies. Top each with half a cherry while the icing is still wet.
